The Department of State (DOS) Visa Bulletin published for August 2019 shows significant retrogression in employment-based categories. The EB-1 category final action dates have retrogressed to July 1, 2016 for all countries except India, which remains at January 1, 2015. This means that applicants for adjustment of status may not apply until their preference categories become current. The DOS has indicated that the retrogression is expected to be temporary and that every effort will be made to return the Final Action dates to the same as those from July once the new fiscal year beings in October 2019.
